TA-14 AI GOVERNANCE EXCHANGE · FOUNDING DEMONSTRATIONS

Registration is only the beginning.

A governance architecture becomes institutionally useful when its public record shows what was claimed, what evidence entered review, what the evidence established, where proof stopped, what changed, and which conditions survived the finding.

Six demonstrations. Six governance functions. One discipline:the record must never claim more than the evidence can carry.
01 · BOUND THE FINDING

Do not let a successful demonstration outrun its evidence.

02 · PRESERVE PROGRESSION

Let later engineering advance without rewriting earlier standing.

03 · PRESERVE THE UNEXPECTED

Do not move a frozen test boundary after seeing the result.

04 · CLOSE THE CASE

Administrative closure must not strengthen technical proof.

05 · PRESERVE DUAL STATE

A PASS can coexist with an unresolved material condition.

06 · PRESERVE PRESENT STANDING

Historical truth may survive while current standing is withdrawn and selectively restored.

PUBLIC GOVERNED ARTIFACT SERIES

What the Exchange has demonstrated so far.

These records are intentionally non-equivalent. Each preserves a different evidence boundary and a different institutional function.

Authority Revoked Before Consequential Execution

FD-2026-0002 · CASE 001 · TA14-EAR-000013
TA-14 GOVERNED RESULTPARTIALLY DEMONSTRATED — EVIDENCE-BOUNDED

A frozen external governance runtime demonstrated bounded refusal behavior without allowing the surrounding institutional chronology to be inferred beyond the admitted evidence.

INSTITUTIONAL LESSONEvidence determines the ceiling of the finding.

TA-14 GOVERNED RESULTARCHITECTURAL ADVANCEMENT SUPPORTED — RUNTIME VALIDATION OPEN

Version 2 materially advanced declaration, lineage, methodology, and architectural evidence while executable proof remained explicitly open.

INSTITUTIONAL LESSONProgression should be visible without inheritance or historical rewrite.

When the Frozen Test Did Not Produce the Expected Record

FD-2026-0002 · CASE 003 · HARMONIC ARTIFACT 003
TA-14 GOVERNED RESULTPARTIALLY SUPPORTED

The returned runtime evidence was useful, but the original frozen proposition was not fully satisfied. TA-14 preserved the distinction instead of retrofitting the test.

INSTITUTIONAL LESSONA credible institution preserves an unexpected result without moving the frozen test boundary.

Evidence Can Support a Narrower Truth Than the Claim

FD-2026-0005 · FD-2026-0005-GFR
TA-14 GOVERNED RESULTPARTIALLY SUPPORTED — UNCHANGED

The case moved through evidence integrity, finding, correction, version verification, and administrative closure without converting administrative resolution into stronger technical proof.

INSTITUTIONAL LESSONCorrections change the record only when evidence supports the corrected condition.

A PASS Can Survive Beside an Unresolved Condition

TA-14 GOVERNED RESULTSUPPORTED — BOUNDED PASS

Azure MCP execution containment is closed and sealed. Catalog correspondence remains NOT ESTABLISHED and travels permanently with the bounded PASS.

INSTITUTIONAL LESSONA supported result and a material unresolved condition can remain visible together.

Historical Truth Can Survive While Present Standing Is Withdrawn

FD-2026-0006 · FD-2026-0006-GFR
TA-14 GOVERNED RESULTSUPPORTED — BOUNDED SYNTHETIC FOUNDING DEMONSTRATION

The frozen R2A evidence surface reproduced selective reassessment and restoration after material context change while preserving C01: hidden-drift detection is not established.

INSTITUTIONAL LESSONHistorical supportability does not guarantee present proposition-specific standing.

VSA GOVERNED LINEAGE

Two cases. One registry identity. Different bounded propositions.

INSTITUTIONAL RULE

Governance history must preserve both support and limitation.

Identity is not validation. Registration is not endorsement. A successful bounded result does not erase unresolved conditions, and an unresolved condition does not erase evidence that genuinely supports a bounded result.

Separate governed pathway

Founding Demonstrations test bounded claims. Interoperability Examinations test bounded relationships between independent architectures.

TA-14 now preserves these as distinct institutional record classes. The first controlled interoperability examination, TA-14 / ANDEKS™ IE-2026-001, reached SUPPORTED INTEROPERABILITY — DOCUMENTARY GOVERNANCE-INTERFACE ONLY while preserving separate sovereign authority, attribution, normative lineage, and architectural identity.

PUBLIC OPERATING STANDARD · NOW IN FORCE FOR FOUNDING DEMONSTRATIONS

The cases produced the methodology. The methodology now governs the next cases.

Registration-first entry, frozen claims, evidence admission, finding classes, correction symmetry, assessor independence, administrative verification, publication control, and chronology preservation are now expressed as one Founding Demonstration Methodology & Independence Standard.
